the reason it is a waste of time is that you asked if i knew the building and if i could give you a rough quote and that the chances of me getting the work was slim as your contact wanted to know what a window cleaner would charge for this amount of windows ..... your words!! and that is the reason it is a waste of time .....

Matt, I asked you for a quote, you then demanded contact names etc, I said no.  Its a price, thats all slim chance, no chance, slight chance, or any chance. Its entirely up to you.  Its either you quote or have a chance or you dont quote and have no chance.  Your choice - such is in all business you have to be in it to win it.  I did mention it was speculative - nothing set in stone.  Things come up like this sometimes.  Was just after a price - it could well come off........ It was only a price.
