Should england introduce licencing for window cleaners.
Would this help to improve the image of the industry ?.
would this stop the dolies.

NO.
From time to time somebody mentions this, and it really bothers me. It is usually some smart alec with an established business looking for a way to pee on the little mans chips.
This industry has been the cheapest and easiest way for a bloke to set up in business since glass was invented. It has given thousands of men and women an opportunity to get themselves out of the gutter, with minimal investment/ capital etc. Ok it may attract a few scallies here and there, but overall any harm or damage that they cause is minimal, especially when compared to other rogue traders who fleece people for thousands of pounds and even more, without coming up with the goods.
A rogue windie will only get away with bumping a couple of windows, or maybe nicking the odd garden ornament.
If a licence system were introduced it would only serve as a revenue spinner for the local authority, and at best they would only break even after administering the system. It would be an added red tape burden for people who struggle with paperwork (but can and do graft), and basically it would be a pain in the ears for everybody involved.
