Tenders are usually submitted via a standardised form, contact the council and ask for details. You can always submit extra information incl insurance details ( a copy is best as they don't need to recontact you for insurance) along with company information and a list of premium clients you already have.I have submitted photographs as well of our men working, with uniform, caution signs in place and van in background, along with an additional photo of the team. This adds a personal touch which seems to go down well as quite often they (whoever is dealing with the tender) will recognise you.All this should be in a plastic folder with a title page with your company logo on the front - should you not get the tender they will have your details on file and are more likely to contact you direct should the tender/contract fall through with whoever got it in the first place. Finally an example of a risk assesment is preferable. If they require anything else they will let you know.
