I asked them for a meter years ago as I live on my own.  Said they couldn't do it as I live in a flat where some of the pipes are shared.  Well, they actually said they would need to install three meters and they only go up to two per dwelling.
They can install one if they want but if they want me to pay for it they can go play with the traffic.

I'm on a water meter,had no choice as it was already in  when we moved in and could not be removed.I live in North Devon where water bills are the highest in the country due to it being a tourist area.So to reduce the bill I had a seperate water meter put in(tax deductable)this way I don't pay sewerage for filling my van as it's not going down the drains,sewerage accounts for 2/3rds of your bill which is a big saving. You get a seperate bill which is tax deductable.So it's not the end of the world!!I would advise anyone on a meter to have a look at this to reduce your costs.

You mean you use DI only then? Wouldn't work for RO then, because you get a lot of water going down the drain.

The bill comes as a normal statement but it will have 2 readings ,one for your mains meter and one for your secondary meter.As far as usage I use 1300/1500 litres per week and that costs me about £30.00 per quarter.I forgot to mention I am only DI as the water reading is only 80ppm,so there is no water wastage as some of you guys have.It may not be cost effective for RO.Price per cubic meter I am paying £1.50 instead of £4.50.I hope this helps.
