They are putting up sites in many locations. They are spamming the forums quite aggressively to get backlinks to standard squeeze pages. I presume the idea is to get the sites ranked and them sell / rent them out.

No, these are not cleaners. They are marketers. I think I could guess which ststem they are using as well, looking at the squeeze pages.
