Position / location of delivery pumps

Is there any reason that delivery pumps are located near the bottom of tanks ?

Mine are located about an inch off the floor so were the last things to de-ice when I put a heater in the van as heat rises and the cold metal van floor helped them to stay frozen.

Planning for next winter is to locate them at the top of the tank where they will be easier to keep warm but not being a techy person not sure if they have to be low down ?

meant to be because of air blockages,  but i have had mine, on the floor  laid flat  on top of tank and at bottom and have noticed no difference

I've had mine on top of the tank for 4 years with no problems.  My advise would be to fit a bleeder valve after the pump so that you have no issues with airlocks.
