put then on a 16 hour contract, with a hourly rate, that way they can get a full week but if there is no work then u only pay for 16 hours work, what i would do is for first 16 hours at 6 and then any thing after that 7, this way if u get rained off after 3 hours they have only earnt 3 hours pay, but it is up to them to get more than 16 hours a week done to earn more, if you know what i mean ie crap weather and they do 8 1 every day that is 25 hours a week, 16 at 6 and 9 at 7
i worked it out the other day that for me to employ someone on a other van to make 600 a week turn over as a van, each house world cost me 3.20 to do, inc wages, fuel, meterials etc
