Under the TDS scheme they do not get their money back straight away.
If work needs to be carried out then the tenant & landlord or agent has to agree on the figure to be deducted from the deposit to cover the damage or cleaning required.
If they can't agree it goes to arbitration and that takes 30 days, in the meantime the landlord can pay for the work and hope to reclaim it in arbitration.
LA's are 98% of my work, some need quotes first, other tell you to do the work, although more quotes are required these days because of TDS.
I did one today, was there 3 hours £125, Tuesday another 3 hours £150.
I'm sorry but £13.50 is absolutely dire. if you have a staff member with you at £7 an hour that only leaves you £6.50 p/h for materials, travel and profit, it's madness.
As an EOT cleaner you should be at a minimum of £25-30 p/h! EOT cleaning is dirty gruesome work and is not sustainable at domestic prices.
No one should be expected to clean faeces, urine, dripping bodily juices from showers for domestic prices.
