White vinegar is different and should be cheaper than white wine vinegar.
It is basically a dilute solution, approx 5% of acetic acid in water, pH as mike says about 2.4.

Most chemists sell hydrogen peroxide but you do have to ask for it, 9% is best if you can get it, dont think you can get any higher from the high street
personally speaking i find the hp works better than the vinegar,just my opinion tho

think i'll try the hydrogen peroxide, the tassles are dry should i wet them first, can i speed dry with a hair dryer or should they dry naturally to take effect, thanks for everything so far, just hope i can get it done tommorrow, got a job in the morning then straight on with the rugs for the rest of the day, heres hoping.

i normally clean the rugs and let them dry first then paint on the hp with a brush, you can accelerate it by mixing some ammonia with it and speed up the process by drying with a hair drier,
in my experience you have to do it maybe 3 or 4 times if they are really yellow or brown to make a difference but it does work, give a reasonable amount of time in between each application and dont get any on the actual rug and it would be good to wear gloves

For agitation i was shown the 'wine cork' method by John Bolton but i now use a wallpaper seam roller
