I don't see how it is stealing. The OP has tried to contact the buyer, can't get hold of him, and the buyer's customers have been waiting for months to have their windows cleaned. The new guy hasn't contacted his customers, who would probably not be impressed by his tardiness and may tell him where to go as he is already proving to be unreliable.

If a newbie went canvassing and got them, would that be stealing?

No. If I were in this situation and was prepared to take the wqrk back, having exhausted all possibilities of making contact with the buyer, I would.

If the situation were reversed, I would accept this as my loss and my fault for not doing the work in a timely manner.

They're all little old dears. £3 a pop flats. Not good money on paper (which is why i think he's not cleaned) but you can crack 20 flats off in an hour easy.

Not when they want to tell you about all their health problems.  :'(

I worked that a treat, if they wanted to talk i'd talk while i cleaned inside. Didn't stop actually working. Extra fiver. Happy days.

The only ones that call all seem to be pretty much stone deaf!
Good idea though.

You might want top try what some WC'rs do round our way...pretend they are your friend, whilst slowly taking your customers from you again whilst greeting you with handshakes and passing waves and light flashing!

A friend of mine sold some work and a year later the new guy stopped doing it, so he 're canvassed his old work and got it back at better prices and set on a worker
