Depends if it is the wind or not

That's not a bad question.  Get a glass of water, leave it outside in a place where you you know what the ambient temperature is and what the wind chill is, and after an hour stick a thermometer inside the glass and that'll tell you what the real temperature of the water is.

Mind you it may just freeze, so this will only work properly in temps where both the ambient temp and the wind chill factor are both above zero.

Wind chill does not express how cold the air is, it is a measurement
of how cold the air feels based on loss of body heat. I have found
several web pages that confirm this, and not one that said wind chill
can freeze water.

the above came from a quick search on google and they all say the same

over the years i have cleaned in below zero temps no problem, with no wind

but get a bit of wind and it will freeze ,even with screenwash in the water
