Water Contamination Law

Hi,

I have just been reading a few posts and found that water contamination to storm drains has popped up a few times; regarding wheelie bin's.
What kind of regulations (if any) apply to hard landscape cleaning, patio's car parks ect..
i have had a breif search and found a document on environment agency about "consent for water discharge in to storm drains" but most of the infomation was above my reading age!!
