If he's been on the PAYE it's quite possible.  His company makes cutbacks and he's on the dole.  Not all W/Cs are self employed.
Now I'm a bone idle W/C.  Not unemployed though

I thought that if you worked for somebody else and they gave you the old tin-tack it was standard practice to set up on your own and nick their customers
