Many have cobbled together somthing for a couple of hundred pounds and will still be charging at the same rate as you - your issue is with them.

We have built several petrol powered versions over the past six years .
One was almost identical in design to the Ionics sell based on a leaf sweeping machine except ours used a larger HP engine, we just couldnt get the suction as powerfull as an electrical motored vacuum. Another one we built used a petrol powered Husquvarna leaf sucker as the basis of the equipment although this was qiote efficient it once again didnt compare to an electrically powered unit. The noise and running costs were also an issue.
We havent scrapped the idea totally but to be really effective a diesel powered truck mount unit will be needed I believe.
To make it viable I feel  it will need to be a big contract machine most  probably powered by an Izusu 3 cylinder diesel engine because they can run very slowly and are therefore more aceptable dB wise.. The trouble is unit like this would be in the region of £8 - £9,000.00
would cost in the region of £7500.00 - £10,000.00

I'm surprised the leaf vac's weren't as powerful! Pity!
