What type of frames where they?

If they were Aluminium they can cause problems, the same applies to wooden frames if the paint has also oxidised.

If they were cleaned Traditional last time the frames may not have been touched for years so your WFP clean could have washed the oxidisation onto the glass.

If you need to go back just try a few windows and clean the glass only and see what the results are like.

If they are upvc frames sounds like you will need to rinse more thoroughly.

The above statement says it all, sometimes you have to bite the bullet and get the blade out on at least the downstairs if you want the job, explain that the tops will have to be poled for obvious reasons and the bottoms will be done by hand.If there that bad it will be quicker to traad the downstairs.
