Just a quick warning, watch out for companies wanting to exchange links giving alternative URL holding your return link, they are often worthless, for example, as an article or blog, thus giving them a lovely one way link back to their site, which will damage your ranking.

Based on what? :

Look at the yahoo directory. PR7(for what thats worth) with all out bound one way links.

I agree that many people offer tat in return for a link exchange.  But it wont damage your rankings having lots of one way links, unless you have 100+ on a page or are linking to inappropriate or "spam" sites.

I have two SEO companies in the US that keep us updated,underlining this problem, with outbound links scoring for them and costing you, although the continual barrage of speculation relating to Google's preferences can sometimes be conflicting.
