Yes I have seen that as well. Are they real leaded as opposed to stick on ?  With real leaded window there is often a lot of dirt trapped in the lead itself. Any real leaded glass is going to be 60+ years old now and the dirt is practically holding the thing togeather. I have several houses where the glass is over 100 years old and moves visibly when you touch it.
I don't know what the oily effect is but I have seen it myself recently on an old house I did.

try some dilute tfr , apply a small amout on your brush and brush on the window leave for around 2 minutes then clean off as normal . it worked for me and i make a habit of doing all new houses with lead windows this way . its like vince says that lead will hold a lot of dirt and its the dirt whats causing the spotting .

Even after 9 months? On a 4 weekly basis? You'd think that 90% of all the dirt would be gone now.

as i had problems whan i first started the job i returned and used a 25ltr barrel on each of the front 4 sets of windows so they have had plenty of water on them !!
