In answer to your question yes the Rug Doctor Wide Track is powerful enough to do a small office.
In my opinion they do a good cleaning job. and the water recovery is good.
It had or has same water recovery as starter prochem type machines.
Pumps are low preasure but you get two so Im not sure if that is the equilivent to one 75psi pump.
Remember the Water out and Water pick up only has to travel a little way with Rug Doctor and the vibrating brush does a lot of the work. if you go to

In my opinion Rug Doctors are expensive when they breakdown, ie new pumps motors carriage etc.
