Flaky paint on window frames

Some of my customers wooden framed windows have flaky paint, especially the sash windows on old victorian properties.
WFP method of cleaning windows is very good but in my opinion I think it accelerates the flaky paint problem once the problem occurs.
I feel guilty looking at the problem whilst I'm cleaning my customers windows and my question to this forum is this:

Does any other window cleaners encounter this problem and what type of suitable paint would you recommend your customers apply to their wooden window frames the next time they are having them re-painted???
Losing a customer is like waiting for the next bus, another one will come along shortly!

Flaking paint is a big problem I cant see it being accelerated by using wfp though, all you doing is brushing the loose paint from the windows If its that bad perhaps its one to do traditional, exterior undercoat then gloss for wooden framed windows. anyway dont feel guilty they must know they need a lick of paint.
