So, this ladder debate, again.
I'm no expert, but the first paragraph on the link below seems to sum things up.
The Work at Height Regulations 2005 do not ban ladders. They require that ladders should only be considered where a risk assessment has shown that the use of other more suitable work equipment is not appropriate because of the low risk, and short duration of the task or considerations of where the work is located.

However, I've noticed that on a lot of my jobs, wfp would cause problems, due to frames in bad condiction, (paint peeling, missing putty, etc). So, I guess I'm saying that I would use both methods, to be able to do more work.
Again, I'm not saying the above is right, just the way it sems to me.
