Patchy staining on Indian stone flags?

Does anyone have an idea of what the patchy staining is on these indian stone flags? I had this job booked in but during lockdown the customer attempted to clean the flags themselves by using soapy water mixed with bleach and scrubbed the flags with that so not sure if that's the culprit. The flags where wet when I took the photos so the stains don't stand out as much compared to when they are dry.

Any help appreciated!

It looks like someones tried to seal it, or its been sealed and worn away in places. I would try a test on one of them with sodium bicarbonate
