Pumptec 400 psi pump

Hi,just got a Airflex  with 400 psi pump,previously had 800 psi but never run it any higher than 400psl so decided to go with the 400 psi.When running at 400 psi with standerd westpak wand its dropping to 250psi,same with 2 jet westpak stairs tool. Doesn't loose any pressure with CFR hand tool.
Its been forced bled and ive opened  it up & took the water pipes off the pump head & reconnected them & checked for leaks.
Is this normal for the 400psi version?

The pump has a certain delivery amount at a certain psi. (lt/min at p pressure)
This is 400psi at 0 lt/min.
If you increase the delivery amount beyond that which the pump will supply the pressure will drop.
The 400 is the static pressure - and will drop so the pump delivers the amount it can supply
EG  200 psi at 5 lt/min.     ( pressure times flow = constant figure. So as one goes up the other goes down so the end constant is the same.)

Is this a new machine or a used one? Pump could be due for a service?
