I use a Wagtail for the small amount of trad work I do, but using a Wagtail on a pole takes a lot of practice.
If you are interested watch the Wagga videos on YouTube.
But I would say it will take most people quite a while to master the technique properly.
Also you can only clean frames and sills properly will another tool attached to the pole as well as the Wagtail.
The only way really is to try it for yourself.
To be honest wfp is easier and will cover almost all situations including Georgian windows, Leaded and Sash where as with just a Wagtail on a pole you would be limited.

The real world answer is NO. As good as the wagtails are (I use them for any trad work I do, inside hotels etc etc.) you cannot realistically clean upper windows with them with any degree of a descent job! Yes there will be the odd perfect situation where it would be achievable but 9 times out of 10 it will not.

get the unger flat mop head from wintecs for all your high work, the pads are really good if you dampen them slightly before use, we got these for a commercial that we usually use wagtail on, I kid you not we cut 4-5 hours off our working day and the windows came up nice
