What's your pure to waste ratio? Just guessing is the worst thing to do. You need 70/30 or so. Restrict flow with a ball valve. Forget about measuring pressure with the waste open. Check your pressure when your valve is set at the right ratio. I get next to nothing pressure when flushing. That's the way it is.
