payment before work

I recieved an email today from a local company requesting my bank details so they can make a payment by BACS, the amount £900, around six weeks ago i surveyed and gave them the price, never heard a thing untill todays email, immeadiatly im thinking they want to pay me and i havnt even done the work ;D, untill  i read a little further when i read , they want me to do the work but would like to make payment now as a 10 percent
was offered if invoice paid upon completion, and as their payment run is on the 28th of each month they did not wish to miss out,  :)   so i am providing a proformo invoice ,and yet to arrange date for clean.

WHY ARE MORE COMPANYS LIKE THIS ?

So are they really saying:
We'll pay 10% of it now in order to get the discount BUT we'll pay the remainder 60 or 90 days after the work has been done, when your idea of getting the discount is that it is ALL paid as soon as the job is complete.

I'm not saying there's anything wrong with early payment discounts but they could play a fast one if you don't check with them first.

Correct dave,
they wish to pay the full amount before work starts to take benifit of the discount, it is a discount i offer to all commercial custys of any value and around 80percent do take this offer up.
It is how ever the first time i have been offered payment before the actual job is even booked in,
