Chances are its an oil filled gauge ... oil to prevent moisture affecting accuracy , moving parts and prolonging life ... i think .

It's Glycerine, and it's there to damp the needle.
If it leaks out you will find the needle pulses.

Yeah it's definitely an oily substance glycerine is what the man said. I know because my gauge wasn't goin back to zero but staying at two hundred, so I decided to take the little black nipple off cos I thought there might be air trapped inside, and the slippery nipple popped inside( that's what she said last night). Anyways I had to plug the bleeping thing with a bit of gripfill, love the stuff use it on everthing
