I had that trouble last year, ended up washing downstairs flat after she complained. she still complained so I ended up drying them off as well. It would have been quicker to get the ladder off in the first place. I never went back, and will avoid cleans like it in the future. >:(
if it is dirty it is fair game

we simply just get on with it. we do say sorry if someone complains but at the end of the day who do they moan at when it rains? we offer them our services also, and usually at a lower rate but i wouldnt dry them wash them or do anything unless they were paying. theres nothing they can actually do and the people above have the right to a window cleaner. I usually warn people in flats that there neighbour below may complain.
The best way to predict the future is to create it.

We only do full apartment blocks, by dealing with management companies rather than individuals.
That means you get a decent price and can arrange a minimum term for the contract.
Most management companies are well aware of their Health and Safety requirements ad so specify wfp for 3 storey buildings.

Full blocks or ground floor flats only.  Anything else is too much hassle.
