I do not know the answer to removing the latex glue but if it is lino you will need to be very careful.
Lino is made from dried linseed oil mixed with ground cork, woodflower and pine resins.
You will not be able to use solvents or alcohols as they will break it up.
If you are able to lift a corner or small section you can tell if it is lino as it normally has jute backing which basically gives it strength and holds it together.
You probably need to speak to a specialist flooring supplier.
