BIG PROBLEM WITH FRAMES

hey everyone, big problem ive quoted for a care home and ive done a tester but everything i used wouldnt shift the dirt, its the grey stains etc, BUT, theyve had someone else in who's supposedly used a water based chemical and ive seen it, it looks brand new, even in the little cracks!!!!!

i really want this job and need to get a chemical which i can just prespray the frames then use my water fed pole to agitate etc.

MDR or Oilflo perhaps, haven't used it myself, but that should do it, dunno if it's handy on  large scale or by sprayer though.
