TFR,spray it on the PVC and leave it for 5-10mins and dirt and grime just fall off.

go for it...not being patronising but it stands for traffic film remover if you dont know( i didnt till bout 5 yrs ago :
me brother told me) and there is a choice of regular and "safe" in most places "safe" = not as good imo but up to you

Does safe mean non-caustic (read some posts on tfr).

dont know bout best but i put it in a pressure sprayer and just spray it on offending item
then leave about 15 mins (like nwh says) and rinse off. you can work it into awkward areas with a soft brush which helps on finials etc. hope that helps. safe means it virtually guarentee not to damage but regular is ok most of time
