Rotary scrubber advice

Feel it's about time I got one but not that clued up on them.

Is there such a thing as a machine that could do all the below. It doesn't have to be top notch at everything but tide me over for now.-

tile/hard floor scrub and polish
shampoo/encap carpet and rugs
occasional domestic/commercial pre spray agitation
anything else a rotary could do

What's the best speed compromise?

Also what to look out for when buying 2nd hand (is it a good idea), best makes etc.

yea if he's got £1900+vat  to spend

buy a second hand one of ebay if you can get a duel speed one that would be great, 175 rpm & 350-400rpm

I wouldn't worry about buying second hand they last ,especially Victors

you will need a selection of brushes, a pad holder
& a solution tank
