i dont think you will get them good using water fed pole as they will probably need scraping so i would price to use a cherrypicker but if it cant be accessed by cherrypicker then its the ladder and someone to foot it . as long as your risk assesment states reason for using the ladder there shouldnt be a problem.
better to remain silent and be thought a fool than to speak out and remove any doubt

There is no 'going rate' for this type of work. If it is going to take 2 men a day to do it, then it's 2 times what you want to earn each. It also depends on which area of the uk you are. We would charge in the region of £250/£300.

Bear in mind, that the upstairs windows will most probably open 'inwards', allowing you to, safely, clean from inside.

Agreed, you will need to hire either a platform or tower, WFP from the ground will not give the results unless the windows turn inwards so you can do them from inside.

if the company's big enough, get them to hire in the cherry picker. Also ask if the communal area has to be done, cos normally they dont have opening windows on and you will need a cherry picker for that.

failing that, use the cherry picker they hire in for the mastic man

Sometimes the painters will also have a cherry picker on site, make sure you have the required licence to operate the cherry picker.
