Sounds like it has delaminated. The cleaning has realesed the glue between the pile and the backing.

Risky to syringe some glue between the two, to stick back down. Often happens if you use a solvent based spotter.

Blame the carpet manufacturer....

Has the carpet got the correct underlay.
I saw this once in a Indian restaurant I went to quote,it was BW which had been stuck down over the old carpet and parts of it had risen( bubbled) due to the glue coming away in those areas.

here we go make it perfect clear it not your fault but you'll fix it for them.
get a tin of spraytack from your local hedlam/LGS change the nozzel for one off a WD40 can with the little red straw on it, make a very very small incision at the outside edge of the bubble, insert the straw give it a good spray about and wiggle the straw and place a heavy flat weight on top till it drys.

And residue take it off with a spot of sovent.

If thats the case Paul Kings answer above is certainly the way to go. I would prefere to syringe though rather than cut.

Belgium Wilton on a laminate probably means no gripper rods, for lucks sake don't clean it unless they want a prayer mat.
