Van Insurance

Hi Guys
Just looking to take on a 19 year old and want to put him in a van. He has just passed his test. Does anyone know of a company who does cheap insurance as i have been quoted £3000. I will be going Ltd in a months time is it better to try to get a company insurance. Any advice will be appreciated.

highways do a mini fleet policy.

and they will take named under 25 drivers.
