Saying "PAY CHEAP GET CHEAP" Is that too strong or do you think it's acceptable?

Sounds a bit cheap. Seriously.
I would go down the line of a quality service at resonable prices, or something like that.
Quality work carried out by professionals
We take pride in the work we do
We may not be the cheapest but you wouldn't want a cheap job would you?
We do not cut corners and only use premium grade products
etc etc etc.

no cheap cutting of corners

I don't know if I'd mention price at all (It's a negative point), simply the quality of the service (A positive point).

Some people might not bother to call at all if they think you are expensive. However, once you explain your superior service to them they will be more willing to pay a higher price.
