I Agree with JM123,

The forces coming into play on braking will be the greatest you will get. If the tank was avertical one then the front to back movement would be minimal so then the side to side way would become more important.

Also if you run the baffles front to back , the constant rocking motion will drive you nuts . everytime you come to a standstill the van will still carry on rocking, even your braking will have a rocking motion to it , which is dangerous in itself.

Inserts in the tank either moulded or added later, they are vertical uprights to divide the water and to break the forces of the water from swaying in the tank.
