Why?

Most 'newer' vans don't have a 'chassis' in the old conventional sense, they tend to be a unibody design which means the floor & body work are basically the 'chassis'
Just use spreader plates for all your bolt points

get your local garage to bolt the frame through the van floor with spreader plates.thats what i did.it cost me £100.well worth it! ;)
price higher/work harder!

Personally I'd get a reputable company who specialise in tank fitting to a) weld the cage and b) fit the tank properly. That's a pretty big tank with a high centre of gravity and you'll also be responsible for a co-worker. Also check the weight limit of your van, two lardy workers and a large tank might push it over the limit.
