have  any of you guys had any thing to do with this viper ?

I am thinking of buying one,

Would it be suitable for hard floor restoration? I was told by my local supplier it was heavy enough for polishing marble, I realise not suitable for lippage removal , but how would you rate it? compared to others?

Not sure exactly which model this is. What I can tell you is the Nilfisk machines we sold built in the Viper factory lasted a few weeks and are now scrap.

My cousin uses the 18 inch version of that machine on a daily basis with no problems, seems to be a solid heavy unit

Only had it for a year though!

For a while we sold Chinese Machines and they were copies of the Wirbel Candia.  They were OK and some people still have them.  That said if you want a machine that will last then buy a Klindex Rocky or a Wirbel Candia. More expensive initially but I will tell you honestly we have sold over 230 Klindex Rocky and have never ever had to repair a single one with the exception of two that the neon indicator lights have failed. They retain a constant 2nd Hand Value well above  £500 and in fact the cheapest I have ever seen a 17 CPL version 2nd Hand  is £660 and I just sold that one to someone on this Forum.  I have just P/ex'd a Wirbel with the new shape Klindex handle against a Levighetor and I want £650 for it but it is like new.
