Pads instead of brush ?

Can anyone advise on how to clean and seal without medium to soft brush but using pads I have a rotary and wet vac and some STS and also some hdtg aqua mix. Basically I need to know how to clean with pads instead of a brush I have a grout brush to use in conjunction and I know an inpregantor to seal I think lol ? I would like info on pic shown using only pads on rotary the reason being is I only have my dry fusion so pads only option as I don't do this usually and I won't be paid for it as it's just something I want to do to make it look nice as it's an old shop entrance in our town and would look great restored.

Scrub it by hand.  ;D
