big problem or easy fix?

Not far from me. Just wondering if those of you that know about these things think it will be an easy fix?

From the description it could be something simple like a family of small rodents have set up home in the air intake (cheap to fix) that or the governor on the pump and /or injector is knackered (more expensive using jap parts).

Yeah i figured id probably need to change out most of the fueling parts. its the mention of the throttle not working that worries me.
