When you cleaned the floor did you give it a good rinse with plain water to remove all of the cleaner? Looks like some of the cleaner is still on the tile and was not rinsed off.

Yes it was well rinsed. We've tried dry scrubbing a couple and wiping sealer over another couple. It does look like eflorescence, but if it is, why did it come up after treatment?
