Bonaclean Gel is worth trying on this. You can spray hydrofluoric down on top of this. We do this on poolsides.

10 bottles of craftex rust remover and a big deck hose to wash it down with. Maybe neutralise it with some champion. Wouldn't want to let it go over the side though, it's evil stuff.
