i noticed a scaffold company putting scaffold up on a town house today . they looked very proffessional but they didnt cordon the rd off. i wouldn't want one of them poles on my head or car . it seems a step too far to expect closing rds off to clean somewhere imho... i think there is a flaw in that thinking and cant see that ever happening.the  impact  course does enlighten you  on many other issues though ....

Not having attended the course myself, I can imagine some common sense would have to be applied when managing risk.  It won't be like, "We've got this building to clean, alert the Prime Minister and put the World on hold".

Probably worded like 'where it's reasonably practical'!

Don't quote me on that though.
