cleaning individual flat problems

Hi chaps, i'm in need of some advice.  There is a block of flats where a lot of the windows are cleaned by the council but not all residents.  I am cleaning the windows tomorrow of some of these residents. 
I want to clean them wfp but its a 2 storey flat.  The problem is the water dropping down form the windows im cleaning onto the people below, who i'm not cleaning. 
Is this avoidable?  Should i just do it anyway, or should i do it off ladders? Its not very high and its on grass so pretty safe, but I would obviously much rather do it wfp

ditto, I do 13 flats at an old peoples complex, the ones below I tell them it's just natural water were using, no complaints so far..!

What arrangement do the council have with cleaning windows of the residents ?

cheers for the advice.  Basically the council come and clean the communal windows and any of the residents who are renting off the council i think.  but the people who actually own flats in the block dont get their windows cleaned by the council.

most times i find that is our water that bounces of there sill and gets on the bottom of there window so i rinse off the first 8 inches with the brush off the glass ,and find it keeps them happy

What happens when the council clean there tenants? Do the others complain, and does the council clean all the others as well.?No!!

I doubt the council clean communal or tenants windows it would be a contractor.
If you do upstairs and not the ones under just quickly squeegee the water off after just to keep them downstairs happy , you would probably end up with them as customers.

i clean a block of housing association flats and clean all of them bar 3 or 4 of em that are ground floor flats.2 of them are not bothered but the other 2 i blade off any water that gets on their windows from the upper flats.it keeps em sweet! ;) ;D ;D ;D ;D ;D

yeah, did them today and no body came out to complain, so i think i'll be alright.  obviously gonna try and get as many as possible

I had a moaner the other day. Was cleaning the flat above and she said she was calling the council because i was water logging her window sill.

Shut her up by asking "what happens when it rains then?" Silly wench.

I do a lot of these type of cleans, and to stop the comments from the flat owner below, is I place a cloth on the bottom window sill, this catches the water and stops the splash  backs onto the glass

i just rinse the windows below but if you get a moaner, they would moan whatever you do
