Do you really need employers liability ins?

have just been looking around for a few quotes,as i need to employ someone for one day a week
 and came across some wording which implied that the law was changed last year freeing up about 300,000 trades people from having to have EMPLOYERS liability,im assuming it was for sole traders

does any one have any information on this

"In general, you may not need employers’ liability insurance for people who work with you if:

They do not work exclusively for you (for example, if they operate as an independent contractor);
They supply most of the equipment and materials they need to do the job;
They are clearly in business for personal benefit;
They can employ a substitute when they are unable to do the work themselves;
You do not deduct income tax or national insurance. However, even if someone is self-employed for tax purposes they may be classed as an employee for other reasons and you may still need employers’ liability insurance to cover them."

Bob, you seem to be mixing up 'Public Liability' and 'Employee Liability' ?
They're different things.

also a 747 was passing overhead on final landing approach, the pilot was distracted by the explosions and firestorms on the ground, he now strarts having flashbacks to the dam busting raid he did when he was younger, so he takes evasive actions, of course they don't built aircraft like they use to and unlike his trusted lancaster bomber, this piece of american junk is useless, so the plane losess all air control and falls out of the sky and straight into the side of Buckingham Palace where her majesty is have dinner with the entire royal family, they are now wiped out, and our next King is a guy from milton keynes, who cleans windows. ;D and is called stan 8)

in honour of our new King, the national anthem is changed to george formbys "when I'm cleaning windows" ;D

Have changed the words from public to employers/employee liability

just to clarify i am talking about employers liability

If you're taking you're business seriously then I'd suggest having both employers and public liability ins if you employ.

That reads to me that you don't need employers liability if your using a sub contractor who has his own work. But if they work for you and you alone then they are an employee and need to be insured

If theyre working under your supervision you need employers insurance.
Even for contractors or self employed.
