Why not? Would clear out all the messers and summer brigade if enforced properly. Though it says in the article that he worked for 18 months without one so hardly a priority it seems....

never happen -  be interesting to know how many times the Scotish windy's get asked by potential custards to produce
their licence before commencing a clean...
