Have been looking at purchasing a new pole but on some sites they say the pole reaches 31 ft for example but when you see the extendable height it gives you a much lower footage.

One metre is about 3ft 3inch so when a company says a pole reaches 31ft and the etendable height is 8.10m well the pole is just under 27 foot and not the 31 foot as they said it was.

Or are they assuming the height of the operator to get to there 31ft????

yeah most state ' working height ' so yes most will include the average height of the person.

I would assume the reach of the pole and not a person as we are all different heights and you still are not reaching 31ft with that pole. And isnt reach and extendable the same or similar??

Check with each seller that you're interested in as they can quote either.
