restoring uPVC frames - (on the 3rd floor)

Has anyone attempted this using a wfp and an old brush - or is that just a silly idea? Has someone ask me if it is possible to use a uPVC restorer to make the frames white again but there on the 3rd floor..
is scaffolding the only practical option??

What do you refer to as 3rd floor G12(3) or 123(4)??
Scaffold tower? Cherry picker? ladders? lean out?? whats the access like? how high? You wont restore pvc without upvc cream cleaner or jif.Wfp wont touch it.
