My father in law has a problem with some floor waxing work he's doing.

He's done these floors before & he's using the same maintainer & wax as last year, but this time the wax is forming "droplets" on the floor instead of spreading evenly. All floors have been thoroughly cleaned, dried etc etc,..

Any idea's what could be causing this?

Just a stab in the dark this,would the floor have been cleaned with a water base cleaner perhaps at a time from someone else and its rejecting his wax

Would his wax be oil based???

Sorry, just used the term "Wax" loosely,..its actually "Evans High Solids Wet Look Floor Polish" which I assume is water based itself.

Never use a term 'loosely' as the wrong advice will flow

the evans product you are talking about needs a clean area to be put on, he needs to now strip the floor using evans polish stripper then neutralise the floor using hot water and viniger, then wait until completely dry, then using a clean mop or aplicator you need to apply two to three evan coats depending on the shine he requires,

He has stripped the floor,... I didn't ask him if he'd neutralised though,... I'll check!!

He says the droplets are forming and its taking 5 or 6 coats to get a smooth/even shine on the floor. I had suggested an acrylic basecoat too,...

it could be a bad batch off floor polish i once had this happen to me.
