Its dear but I guess I would have to pay it, do you think I could get one though, or do they mean for drinking for extended periods. I have seen preasure water companies using these so how do they get them. I will have to call up and enquire. I bet if I am paying them £500 a year for water they will give me one.

Does anyone else use these for a supply of water and how long do they take to flush?

the prices you quote are for the licence and standpipe only you pay extra for the water used, you apply for the licence with the local utility company and the standpipe has a meter on to record amount used every 1000 litres used is about £1.25  of memory.
